As noted previously, the reason putative Nevada Governor Jim Gibbons missed his meeting with Clark County Sheriff Mark GIllespie over the placement of homeland security centers was to open up a visitor center for a beach.

In the Nevada Appeal, we learn from a member of the Nevada Homeland Security Commission that everybody’s confused about homeland security "fusion" centers, even Mr. Homeland Security hisself:

"I don’t think anybody had a common idea in Carson City what a fusion center is," said commission member Robert Hadfield.

That
confusion apparently extended to the governor’s office as well.
